Government Report: Overview of Structural Reforms and Social Programs

The government has implemented a range of structural reforms and social programs aimed at expanding social protection and enhancing equitable access to basic services, in line with the Royal High Directions to establish the foundations of the social state.
The government has made a significant effort to strengthen healthcare financing, increasing the sector's budget from 19.7 billion dirhams in 2021 to 42.4 billion dirhams in 2026, representing a 115% increase during the current mandate.
Three new University Hospitals (CHU) have been completed during the current mandate in Tanger, Agadir, and Rabat, in parallel with the launch of construction work on five new CHU for a total of 17.2 billion dirhams in Laâyoune, Rabat, Guelmim, Berrechid, and Béni Mellal, as well as the renovation of five university hospitals in Fès, Casablanca, Rabat, Marrakech, and Oujda, for a budget of 1.7 billion dirhams.
Additionally, 29 hospital projects have been completed at the regional and provincial levels during the 2022-2025 period, increasing the national bed capacity by 3,168 beds.
Meanwhile, 20 additional hospital establishments are currently under construction, with a planned opening in 2026, in addition to 15 new hospital projects scheduled for the same year.
Regarding the education sector budget, it has undergone an evolution during the mentioned period, increasing from 58.9 billion dirhams in 2021 to a total of 99.1 billion dirhams in 2026, representing a 68% increase.
A total of 788 educational establishments have been created, including 472 in rural areas, 109 community schools, and 120 boarding schools.
Regarding the expansion of university offerings, 15 public universities have been opened, including five newly created during this period, including three Faculties of Medicine and Pharmacy in Béni Mellal, Errachidia, and Guelmim, as well as two National Schools of Artificial Intelligence and Digital in Berkane and Taroudant.
Regarding direct social aid, more than 3.9 million households have benefited from this aid, representing over 12 million people.
The amounts of this social aid range from 500 to 1,350 dirhams.
Since the launch of direct social aid in December 2023, the total amount of aid disbursed to beneficiaries has reached approximately 52 billion dirhams.
Regarding the generalization of mandatory health insurance, nearly 11 million eligible beneficiaries have been registered under the AMO Tadamon program, while the number of beneficiaries of the AMO Achamil regime has reached over 418,000, according to the same source.
